PLEASE HELP!!! New ignition switch, security light still flashing
My old ignition switch kept setting the security on my car bout every 3 days or so and I was able to remove the key from it while the cars is still on so I assume its damaged, so I ordered a new complete (passlock and housing with new keys) set that I ordered off eBay. I installed the whole new set and the car still has security flashing so I did the relearn process. as soon as I turn the key the security flashes AGAIN, I repeated the process 10x and still doesn't work. So I thought I may have screwed up the harness so I installed the old passlock inside the new housing, did the relearn process and it fired right up. So is the new passlock faulty or is my car not recognizing the new set??

The '00-05 Monte Monte uses the same ignition switch and lock cylinder as my '04 Grand Am. From what I know with the Grand Am, you can either shortcut and use a Tech II or the process we use for the PCM Re-learn also works.
The PassLock chip is not in the ignition switch housing, it's part of the lock cylinder. When I got my '04 Grand Am, previous owner changed the cylinder and switch. Sadly, did not have it re-keyed. And the aftermarket lock cylinder would not re-key properly to what GM had on file for the car. A friend of mine at a dealership got me a new GM lock cylinder (which had a new PassLock key). He gave me the non-Tech II steps (which I recognized right away as the PCM relearn), worked perfect.
There are a few different processes people have listed for the re-learn. Some have errors in them. The link below looks pretty accurate. Follow it 100% and see if it helps.
