Try these steps, see if they help:

1. Disconnect battery
2. Install new computer
3. Reconnect battery
4. Put emergency brake on to disable daytime running lights (this step is required to help save battery power)
5. Make sure all doors trunk and hood are closed leave driver window down and reach in through the window
6. Try to start. If it doesn't start, leave the key in the ON position for 11 min on 97-03 cars and 15 min for 04 and newer cars. The security light should turn off after this amount of time.
7. Before proceeding, verify the security light is no longer on OR that the message center is no longer flashing the security message with the other messages it's cycling (such as battery).
8. Turn off ignition for 30 seconds
9. Try and start the car. It probably won't start on the first try. Repeat steps 6-9 two more times.
10. If this doesn't work disconnect battery for 5 seconds and then try and start the car.

Default would this b what's wrong with my 96 Monte?

It started I was going through a lot of antifreeze. And I also noticed this really annoying noise sounds like something is rubbing against something. I put something like stop radiator leak in and now I haven't had to add antifreeze. But someone said my water pump was shot. And now I notice I have a belt missing. I don't know how long its been gone but my car still turns on and I was prob even driving it with the belt off. But I have been told its the serpentine belt and I've been told its the ac belt. I don't know who to believe. Help please

vianna.
Lack of a serpentine belt prevents the water pump from running since there's nothing to drive it. Easy to install new belt, but don't drive the car without it or you'll have a big problem caused by over heating. The serpentine belt also drives the AC. There is only one external belt-the serpentine belt.

*Please create a separate thread about the problem so it doesn't get lost in this one.

Agree, do not drive the car without a belt. That belt operates your water pump, ac pump, alternator, and power steering pump. It's vital you have it!

Also agree, don't thread Jack someone's thread about your issues, male your own post
