Lower rear control arm

What year Monte? If you are talking '00-'07, you will definitely need to have the car raised, wheel off (or else the wheel will be in your way big time). The arm is held in by two bolts on the subframe and a nut at the steering knuckle.
The only repair I believe you might be able to do with the arm on the car is replacing the ball joint (but even that is a pain).
Before diving in, you may want to price a replacement arm (brand new, fully loaded). RockAuto.com is a good place to look.
For other years of Monte, I am betting you'll need the car raised and the wheel off (I'm not aware of any front control arm that can be done with the car on the ground and the arm still in the car).
