i had that problem awhile ago. it would not do it unless i turned the air off or the car. then after the car was off it would stop after a min or two. several people on here told me what it was and i took it to the dealer and had it replaced. i wanna say it was a relay switch or something like that but im not sure. i know somebody on here remembers that conversation. sorry i couldnt help more.

i posted a video on here on how to repair this. i had it happen too. my passenger side one would do it only when the heat was set on that side. if you scrolled the temp towards cool it would stop. search on youtube theres a good video on it.

"It IS a problem with the actuator. Basically, when you change the air temperature or circulation method, the actuator starts turning but doesn't stop when the door has opened or closed to its furthest position. When the door does get to its furthest opened or closed position, the actuator keeps turning and the door moves up and down, causing the clicking or tapping sound. This is a common issue with the 06-07 Monte. The Impala also has this issue since it's basically the same setup."
