Default Engine coolant gauge not going down when I turn off the car

Hey guys I just noticed that when I turn my car off the coolant gauge does not go all the the way down. I tried turning the car on and off again but no good. I have a 86 monte ss. And there is coolant in the system and tank

I can't say for sure, but my guess is that it is a mechanical gauge and works off actual temp of the coolant? Just my thinking?
