I'm not sure what the delete from the PCM would do to that report.
If the code is set correctly in the pcm; you will still pass emissions, even if you have no cat (assuming they don't happen to do a visual check). I passed IN emissions with no cat on my old GTP- they plugged into the pcm only, and it passed just fine (I fixed the codes with my powrtuner- the same thing the stores do when they tune them).

Yeah, but that's $60, and an aftermarket pcm is only $40 more- and it gives you a lot of other benefits too.
