brake lights won't work unless headlights are on

Default brake lights won't work unless headlights are on
I have a 96 Monte Carlo. No modifications at all. The 3rd brake light works all the time flawlessly. However the 2 outboard brake lights only work if the headlights/parking lights are on.

I assume that there aren't any broken wires, bad fuses or bad bulbs (I have checked fuses and accessable wires) because everything works normal if the headlights are on.

Any suggestions?
