Default Blower motor issue

PLEASE HELP!! Heater blower issue -
2001 ss Monte Carlo
w/manual climate control

So I have installed new blower resistor (second one now) and motor but still only have high setting to work. The voltage at the 7 pin wiring pigtail to the resistor shows only 6.5ish volts on each terminal for each blower speed before high. When I turn the speed dial my fresh/recirc light and others on the control module goes out and I have to turn off the car and turn back on when I have the blower motor plugged into the resistor. If the motor is not plugged in I can turn the dial and push buttons on and off no prob. The only other options I have read is the ignition switch or the hvac control module.
What steps do I need to complete to find the issue instead of throwing more money on unneeded parts.

I had a similar problem on my 2001 where the blower stopped while driving and would come back on only if I turned it off, then to high, then down to a lower speed, for a while. After I replaced the resistor and then the control module, the dealership replaced the ignition switch and the problem went away. They said the part of the switch that provides power had gone bad. That might explain your voltage reading.

Ok so I went through a fair bit of diagnostics to get to this point. But here’s what was going on, so when I tested the voltage correctly at the electrical plug for the blower resistor I was only getting 6.5v.
So I pulled out the hvac control module to see if it was the prob, tested the brown wire which should have battery voltage but it had 7v...
So on to the ignition switch, pulled it out of its slot and tested all the wires coming out of it and all had batt voltage except one.
The orange wire which feeds the heat/a/c control module had only 7.5v.
Swapped out ignition switch and BAM!! The orange wire now had batt voltage, brown wire at module now had batt voltage, and even better the electrical plug for the resistor now had batt voltage at each terminal for each blower speed.
So do your due diligence and ensure the voltage is correct at each of those points.😁
