No it's plastic..,I just cut an heated it to bend into shape I needed..

yes & no.
You have it wide open in the engine bay. Even though its set in the fender, or in the open all you're doing is sucking in hot air from the engine that doesn't add too much power. True cold air intakes have a box set up to shield the hot engine air from the colder air coming in.

i was thinking about getting a slimmer filter so it can fit all the way in the fender, once i do that i was gonna find something to cover that part of the fender off leaving the filter isolated in the well....that would make it a full cai right?

Just think of water flowing through a tube with alot of curves(like a zig zag). It flows through slower at each curve, now with a straight pipe, or less curves the speed of the waterflow is faster because there is less travel, and its not splashing on every turn(slowing it down)
Also, same with a smaller filter. with the bigger the filter, the more air can fit in it and a larger surface area for air to pass through than a smaller one.

I was looking at the inside of the fender well just before, & it looks like a good medium sized filter will fit. But the longer the intake tube, the longer it takes for the air to reach the engine, basically making no extra power to what the original makes. Also, with that long pipe sitting in the engine bay its just going to collect heat, making that fresh cold air hot.
Also, if you do decide on going in the fender, invest in a filter screen to prevent water from coming in. something like these... Injen Hydro Shield, Air Intake Shields
well..not specifically those. I've see cheaper.
