I was replacing the spark plugs and wires when the wrench got caught up on the metal part of this line ripping the old rubber piece holding it in place to pieces. It's on the passenger side, these pics were taken from the passenger wheel area. 1983 CL v8 305 engine

It's the heat riser on the exhaust manifold. It's closed when the engine is cold to help with cold start-up .

Thanks! Do you know if it's possible to purchase the rubber fitting or is it an all in one deal?

It's just a piece of rubber hose, you should be able to get at any parts store. Get high temperature hose if available.

Ya know, if you know how to fabricate using sheet metal, I would encourage you to make a heat shield to protect the starter and solenoid. If you're ambitious, perhaps make it big enough to shield that rubber boot. That heat-riser thingy and the line that leads to it could very easily be another area for a vacuum leak.
