96 Monte Carlo won't start

Default 96 Monte Carlo won't start

Recently, my '96 monte carlo started having problems starting. The car would do nothing when I turned the key. All of the lights and radio worked and after a few minutes, it would start. After reading online and asking around, I replaced the starter, but nothing changed. The battery has been tested and charged. Any advice?

When you had the battery tested and charged, were the terminals cleaned?

As far as I know the terminals were not cleaned. It was tested and charged, and supposedly ready to go.
