Exclamation 96 3.1 monte carlo ls reving problem

I'm going try to keep this short and simple. I do not know if its a rev limiter or not, but when I'm in neutral the motor gags 3800 to 4000 rpms and will not pass it. The motor has fresh top end gaskets including new injector o rings. I haven't scanned it yet, but I was driving through sum pretty bad rain and I didn't see the puddle, and I went thrugh it, it was not deep, but I think my cai sucked in the water, I'm thinking the oil has water in it or my mafs got wet. I'm not sure, but I need sum help. The motor is a swap, and only has 65,000k on it

It is a rev limiter so you don't blow your **** up

Hi Reid,
What type of CAI do you have ?
Yes rev'in a engine in park/netural is limited to protect your engine...What does your oil look like when U check it ?
If it looks milky ~>Change

I would use some SeaFoam Treatment to your gas tank &
also clean your MAF...Good Luck & keep us posted...

Oh no its not milky browny, I haad my lower intake gasket go out on my other motor, I'm using a spectre kit, imma take a pic and post it
