6th gen ('00-'05) Outlet keeps shorting

Default 6th gen ('00-'05) Outlet keeps shorting
Whenever I run over a big bump my cigarette outlet in my 2005 monte carlo LT shorts out. I'm thinking it's a bad wire... Any suggestions?
