I've NEVER seen anyone offer a PCM for the 3.1 as it is not typically used as a platform for performance - it was designed for gas milage. You may be able to get a programmer for it: http://www.pfyc.com/pc/GN7021/MCUNDE...PowrTuner.html.
While it will greatly help someone that only wants to keep their engine NA, there are alot better bang for the buck deals out there and it depends how far you want to go with your setup. Since it's a 96 and probably has a ton of miles, you might just want to consider swapping to a 3800 for much more performance and a whole world of options.

i have a couple of friends who have punched out 3800 grand prix motor and they ar supercharged. I just wanted to do something different than i supercharger i sort of wanted a turbo or something like that.

The turbo will allow you to get huge gains of power over the roots supercharger. There is still some investigation on the Whipple supercharger, but only about 4 to 6 people actually have them and their cars really aren't modded yet.
