Not clear what you have going on.
1 - What exactly is not working?
2 - What exactly have you changed?
Now I assume:
- Blower is not turning on - Common cause, blower motor resistor. It is believed that water/moisture may cause those to fail prematurely. It might be worth applying this 15 minute/$4 fix while changing that part:
https://montecarloforum.com/forum/si...lem-fix-26663/
- Rear defroster common problems are the tabs coming off the rear window. This can be fixed with over the counter solutions at the parts stores. Another is the circuit breaker for the rear defroster failed. Sadly, GM did a number on hiding that thing, but this write up explains how to get to it (ignore that it's on an Impala, process on the 6th gen Monte is the same):

Hope this helps. Give us more details and everyone will try to chime in with advice.

nothing on the bottom cluster works, i replaced the resistor twice making sure i didnt get a bad one, i replaced the blower itself, checked and even replaced all fuses and relays for hvac, blower, anything that has to with it, what it was doing at first was randomly shutting off then turning back on but now it just doesnot work at all, and like i said the rear defrost button has no power to it, i had a whole new ignition put in back in march of this year, ignition switch and cylinder lock assembly, could it be the switch again, i mean its still under warranty so it dont hurt to try rite?

Hi `Mike, sorry to read about your Blower prob
Apparently you have a electrical tester for power...You will have to go back & test from your first power point & check out all connections until there is no power to find the short or connection.
I'm not a pro 4-sure, and when it comes to major electrical prob's, I take it to the pro's. Wish you Good Luck on finding the problem.

I think you mean nothing on the bottom of the dash. The cluster is that panel behind the steering wheel with all your gauges.
Now, based on what you are mentioning, the dash has about 3-4 ground wires. Based on your description, my guess is someone did some work and either:
1 - Did not reconnect a ground
2 - Put a ground wire in a bad position and it has since broken or disconnected.
3 - The ground wire or it's connection has become corroded
4 - A bolt to hold a ground was left loose and fell out
I had the dash of my Monte out of the car last spring. If you are sitting in the driver seat, I believe 2-3 of the grounds are just right of the steering colunm (you have to remove the lower trim pieces of the dash to get to them) and then I think another one or two grounds are tied in under the radio (you have to remove the dash bezel that surrounds the radio and instrument cluster).
It could also be a problem with the ignition switch. You may want to start there since you recently had it serviced.

Ill definatly start by checking those ground wires, if it looks ok then ill next assume the ignition switch, thanks alot man i really appreciate the help, i bought my switch from oreilys auto parts, would you recommend i swap it with another of the same brand ( masterpro) or something else?

I've been lucky and never had to swap out an ignition switch. I really don't know what is a good vs bad brand.
Also, the ground wires I mentioned are black wires (traditional color for ground) and the ends of them have metal loops (I don't know the proper term). A bolt goes through the loop to sandwich the loop between the head of the bolt and the aluminum dash frame.
Good luck!!
