Just to confirm:
- No dash is meaning no instrument panel back lighting, no radio back lighting and no back lighting on the door lock and window switches?
- Why did you change the turn signal/multi-function switch? Was it in hopes it was related to this issue?
- You said no tail lights, but the hazards work. What about brake and turn signal lights? Or are the only tail light issues when they should be active at night? What about the front lights?

If the flasher module is clicking really fast, it is either a turn signal bulb is burned our or the flasher module is bad. Some of the bulbs in the back have dual filament and are actually like 2 bulbs in one. It is possible for one filament to be burned out. Have you verified all bulbs are in working condition and not burned out? Still not sure why all the dash lights would not work. You might need to get some schematics and do some testings on this....
