Default 2000 LS not staring sometimes

I have a 2000 LS with 27000 miles on it and lately the car sometimes doesn't start. I will turn the key and nothing will happen. The car will not try to turn over or anything. You will hear the battery wine and the radio and lights will come on. Normally after like 10 minutes of trying the car will start up. It will happen once every few weeks or so. I called my local chevy dealer to ask there opinion and he he said it could be anything from the neutral parking switch, the starter not making connection or even something to do with the ignition not remembering the code from the key. I would greatly appreciate any insight that some of you may have with this problem.

Thanks
Nick

i just fixed a 2004 impala 2 weeks ago that did the same thing. there is a fuse panel on the side of the dash when you open the drivers door, inside is a RAP relay which stands for Retained Accessory Power. this relay was faulty in the impala and when i changed it with a used and known good one the car started and has stayed good thus far. when the problem occurs try switching it with a non important one like the a/c relay and see if it starts.
