wow, never thought i'd see another $400 special on here!
i would start with a fuel filter, and if it's throwing any "check engine" or "service engine soon" lights bring the car to a local auto parts store and have them plug a scanner into it. first guess if it's got a light on is the car could be in "limp home mode", which could be caused by a bad O2 sensor among other things.

between the gas tank and the fuel rail...
I believe it is just behind the passenger or driver's side front wheel under the car, but I could be confusing it with one of the other cars I had. Been a while.
Appear that it might be near the back wheel instead. here is a diagram. Fuel Filter is #11. I believe that is the rear of the car.

It could be a LOT of stuff.... Odds are you're dealing with a high miles car in need of some TLC. Also, is this 3.1 the 3100 model (I've worked on a few 3100's in the mid-90's Grand Ams, they are pretty easy). Here's a basic list of "to-do's" (some may have already been mentioned):
- Change Plugs and Wires (do NOT use Bosch Plugs, they such, but Bosch wires have been good to me). AC Delco stuff is the best.
- Change Air and Fuel Filter.
- If this is a 3100, you may want to remove the EGR and ensure it has no blockage in the tube leading into the upper intake.
- Fresh Oil change
- Inspect the belt, if it's old or appears worn out, replace it.
- Flush the coolant
I can tell you, treated right a 3100 will last a long time (I am still driving a '94 Grand Am with a 3100, biggest job I did on it was head gaskets at 180K and it now has about 210K on it, runs like NEW).
