Worst case scenario would be that the engine was seized.

Put a wrench on the Big Nut holding on the Harmonic balancer and see if the Engine WILL turn over.

Attach a set of Remote Starter Cables right on the Starter Solenoid and send 12 Volts directly to the Starter and see if the Starter will spin.

An alternative method is to use a metal tool and short across the Posts ... or, Stripped ignition wire. See if it's the Starter Motor.

Might very well be if that starter is 20 years old!

Some of those cars have 2 fusable links. I would check that out as well. Also pull the small wire off the starter and with a test light attached try and start the car.

If the car came with an alarm, that could be what's preventing it from starting. Ask me how I know.

My '86 has an alarm on it. It will disable the starter whenever it feels like it. And since the PO lost the key FOB to disable the alarm....................

I have no way to disable it if it ever decides to go off.

I'm not sure he will be able to just turn it over. When we put a new chain drive in my car we couldn't get the motor to turn over without taking the plugs out. We ended up getting about 5 foot peice of pipe, take all the plugs out and THEN barely got it to turn...
