my parents suburban and silverado did this, 95 and 93 models respectively. it was the wiper control module. like $30 at auto zone.

i have no idea where it is on that monte or my own 03. i know on my parents suburban and silverado, it is a rectangular shaped box, kind of flat, and is lcoated on the back fo the engine compartment on the wall behind the engine, just viisble over the air filter in the center. maybe its in a similar spot on yours. i owuldn't think it would be too far from the windshield though.

This Happened to me last winter on my 2005 LT. The dealer replaced a Wiper Motor bracket. There was a service Bulletin #050843003A listed on my invoice, so it must happen often. Hope this helps.
