It's not so much a report, it's knowing what the VIN means. I'll break it down for you.
The first digit in a GM VIN show what country your vehicle was produced.
Your 1st digit:
2, which is the digit that means Canada (all w-body Monte's were produced there).
2nd digit is who the manufacturer is, in this case yours is:
G, which means General Motors (all w-body Monte's will have this too).
3rd digit is which division. Yours is:
1, which means Chevrolet (so far so good).
4th is what platform the car is on. Your digit is:
W, which stands for W-body.
5th digit is which model your car is. Your digit is:
W, which means Monte Carlo LS (the SS would be X).
6th digit is body type, which means if it's a 2 door or a 4 door, etc. Your digit:
1, which means 2 door (obviously).
7th digit has something to do with your restraint system (seat belt, airbags, etc). I couldn't find a lot of info about this digit for you (sorry).
8th digit is engine code, your digit is:
E, which means 3400 v6. (K is for the L36 3800 V6, which is in the SS only).
9th digit is an accuracy digit that is used to verify that the VIN is correct. It's complicated.
10th digit is the model year of the vehicle. Your digit is:
1, which means your Monte is a 2001.
11th digit is the assembly plant code. Your digit is:
9, which is for the Oshowa, ON Canada plant.
The 12th through 17th digits are your vehilce's specific serial number (unique to your Monte).
I hope that helps. There really isn't a need for a VIN "decoder", you just have to know what you're looking at.

With this much information its up to you what you decide to do.
Wonder what type of accident it was in to have a rebuilt title, he should have been up front and told you this info.
These cars can be a joy if treated properly with the appropriate maintenance.
If it doesnt bother that its a rebuilt or that its a LS, say keep it.
Find out what the mileage on the motor are though, just to keep track to know when to do the maintenance on it.
