Default New Headlights, new problem?

Ok so i just put in my new headlights a few hours ago and they looked great. but tonight while driving behind my mother, she noticed that one is bright...and the other is not so much. I get out and there is noticeable difference. One blinds you almost to look into, and the other does not. Now could this be just a dull bulb?
I have already checked the connections of the wires.
Any ideas?

Update: Well i figured out the problem.
The problem is that the angle is off between the lights. one is pointed up higher than the other. so say you are sitting down looking at the lights. you will see one light be bright, now if you get lower you will see that the other light is brighter..
So now i know the problem..not sure how im going to fix it.

There should be adjustment screws on the headlights...

either the alignment screws or else you could have just put the bulb in wrong, make sure it's in all the way.
