It depends for me. If I think I'm gonna drive like an idiot I'll turn it off. But if I'm just cruising around I'll keep it on because I don't like seeing any lights on my gauges :P

The easiest way to learn what works best is to go to a local track on a test and tune night. Sure it will cost $20 or so, but you won't have to worry about getting pulled over, or someone pulling out in front of you.
Take a look at the first time on the slip when you make your first pass- its the 60' time; and how hard you launch directly impacts how low that time gets. Keep playing with RPM on the launch (seems like you've got the technique right) to launch as hard as possible. The nice thing about the track is you can keep going, 2, 3, 5, 10, 20 times- you'll being to see when you start to hit a wall in your time.
Keep in mind the RPM to launch at on the street and strip will be different, but it will give you practice with technique and how to get the most out of your car.
