A block off plate is literally a piece of metal that will bolt in place on the flange to block off the connection and prevent exhaust gas from escaping.
I contacted ZZP and Milzy to see if either had one or knew of a pre-fab plate (like the EGR block off) that might work and neither knew.

I think a plate seen on the top of the L67 might fit that flange, but, I honestly don't know anyone who tried it.

As I said, my research to remove that Cali emission system came to a stop. Not sure my next stop to the junk yard, but if I can find the plate I think might fit, I can grab it and see if the local guy wants to give it a try.

 

would one be able to simply delete the code or might that effect the car?

Well every since I got my TEP trans I've been getting 20 mpg atleast
