P0410 code

2002 Monte Carlo SS with 3.8 liter 6 cylinder. To make a very long story short..i have had the check engine light come while driving with no effect on driveability or performance. Had a diagnostic done by my mechanic and had a P0410 code meaning secondary air pump circuit. Replaced the secondary air pump because it wasnt turning on as it should and there was NO water in it which causes it to stop working. Reset code...no problems for 2 weeks..while driving at night my lights flickered a few times and the check engine light came on again..took it to the dealer..they checked everything supposedly and told me there were no codes stored but just a history in the ECM..Cleared history and I changed the air pump relay (advice from a friend mechanic)...worked great for 2 weeks with no check engine light until it came on again while driving a week later. Took it to the Chevy dealer and they told me that i needed the upgrade kit to reposition the air hose into the fender where it wouldnt suck in water but that wasnt my problem! They wanted $400 for the job and thats without another air pump...i said forget it! While driving home from the dealer the light went out and was good for another week until it came on again last night while driving! Can anyone offer me any ideas or fixes for this problem? I dont want to pay the dealership $400 for a fix that isnt going to work...Thanks for any help in advance!
