I'm not sure what you mean by "security locked". I know if you change to a different PCM, you typically have to do a PCM re-learn.

What are you looking to accomplish with a GTP PCM, perhaps that may help understand your question.

I had just heard that 98-99 gp pcms were like gen 1 w pob2 pcms where you can just plug them in and go

I have not heard the POB acronym....
It sounds like you are looking to avoid the security relearn with a PCM. If that's the case, the relearn is no big deal, you can do it yourself (I've done it on my Monte and my Grand Am when I used donor PCMs in them and a new tune updated with the correct VINs).
Not sure if you can make a PCM work if it doesn't have the correct VIN programmed in.

Know on first gen ws the passkey is totally separate from the pcm. Not as in the know on 2nd gens tho. Are they passkey 2?

Until 99 the key had a chip in it that spoke to the VATS system, instead of the passlock system, but I'm pretty sure no matter what the VIN needed to be programmed to the PCM and it wasn't just plug and play.

On first gen ws as long as the pellet and pk module matched it worked, no vin involved

Sadly, I don't have much knowledge of PassLock and the PCMs.

I used a 98 gtp pcm for my swap. No issues with security.
