Unhappy 1999 3.1 Monte Carlo, AC Not Working, What is this part??

Hello, I just purchased a 1999 Monte Carlo 3.1 with 114,000 miles on it. Its in great shape, however I noticed today (2nd day of ownership) that the AC is not working. After looking under the hood I found this "piece" that looks like a power connector just sitting there. Its obvious that someone knew it was broken and didn't tell me. Can someone tell me what it is and what I'm looking at to get my AC going? Thank you for your help!!!!

Click the link below to see 4 photos of the connector.

That looks like a throttle position sensor. Not related to your AC.

What doesn't work about your AC? Is it not blowing cold air?

Don't I feel silly now. Seemed like a good guess, said AC on it. Zero diff between when the AC is on or off coming out of the vents. When I switch the AC I don't even hear it come on, there is no quick dim of the lights or anything. I don't know if its just empty or fuse issue or compressor is out. Hoping its just a recharge.

So when you turn the fan speed from 0 to 4 you don't hear the fans come on? Sounds like your fan fuse is blown.

The fan speeds work great, just no change in air temp and in my old cars I used to be able to hear to feel the compressor kick on when I switch from vent to AC.
