p0481 code help

p0481 code help
Everybody,
I have a 2002 Monte Carlo 3.4 engine. I am getting a p0481 code. The fans work when I put a jumper to them. I have changed the 3 Relays, when I put a test light to the fuse box it seems to have power. The pigtails that go to the fans seem not to get any power. I took off the fuse boxes from the engine compartment and checked the wires to see if they are all snug in the fuse box and they are. I checked all the rest of the fuses under the hood and both driver and passenger fuse boxes.
This is my first Monte Carlo and my first post.
I have a 2001 Malibu that I've had to do much work on. I need the code off and the fans working so I can get the car emissions and registered.

ok, so checked all the wires that I could anyway. Pulled the fuse boxes off the fender well. Didn't find anything that seemed disconnected or damaged. pushed everything in tight.
So, my P0481 is gone and now replace with p0118. I replaced the coolant temperature sensor and the low coolant sensor. its also now blowing fuses for the fans. I'm at a total loss now. thanks for any help anyone can give.

I'm not sure. I Hope one of the members with more electrical knowledge on this car will chime in.
When you jumpered your fans, the fuses didn't blow, now they do. What has changed since then? Also, after the parts you replace, your CEL code changed. That Also points to the work just done.
This is the way I would hunt down the problem.
