Default Wheel Refinishing

Just pulled my wheels out of back of garage and every wheel but one the finish is damaged. They look pitted. The wheels are black with polished lip. They were perfect when stored in october, so im amazed that this has happened. Anyone have wheels refinished before? what kind of cost per wheel would i be looking at? I can not find any local places that do this so im at a loss right now.

Is it the polished area that is damaged or the painted? Any pics of it?
