In some cases yes but those are usually extreme cases where the car is being dropped a significant amount. Most typical lowering doesn't require them. I've lowered both my 03 Monte Carlo in the past (Eibach Pro-Kit lowering springs; 1.3" drop) and my current 06 Monte Carlo (CM lowering springs; 1.8" drop) and have not installed camber bolts in both situations and have been just fine.

Im just going by what my friend said. He is a service manager at firestone tires. All he said that I would need them so I dont wear out the inside of the tire. But since now I know you have done it without I wont worry about it.

As long as your alignment is in check you shouldn't have an issue with premature wear on the inside shoulder of the tire. I had brand new Michelin Pilot Super Sports installed on my 06 in April earlier this year, had them do an alignment as well, and after 3k miles this summer the tires aren't showing anything abnormal.

Unless you have the springs custom made with the drop you want (more expensive), you buy the lowering springs as a kit so you get whatever the advertised drop is for the kit. I'm running Canuck Motorsports lowering springs on mine and their advertised drop is 1.8" in front and 1.5" in back.

Those wouldn't happen to be ebay springs he went with would they? I would not recommend ebay springs because, from what I've seen, they're a huge gamble as they don't seem to correctly lower to their advertised drop specifications; the front may lower but the rear may not (like you said), or vise-verse depending on the specific situation.
