problem with - leading shoe two drum placement and adjustment idiosyncrasy..

any info about this would be much needed thanks (even if shoe placement is opposite to original)
we are talking front brakes, we are also talking adjustment from outside from face of drum on chev, all shoes are in correct position.
tyred it without auto adjustment mechanism, my real question is- why does the leading shoe grab and lock instantaneously without any friction at all in the opposite direction? (from no friction to violent lock)
