Default Paint not sticking to bare metal

I have a 2004 Monte Carlo Supercharged. The paint near the lower front wheels near the trim chipped off all the way down to the bare metal. GM wouldn't cover it because they said it was caused from rocks chipping it. Anyways, I sanded it down primed with etching primer and painted it and it looked great, but is chipping in the same spot . So this tells me that the paint didn't stick to the primer and the primer didn't stick to the metal. Any suggestions what the problem is and how I can fix this?

I know you dont wanna hear this but my only suggestion is to sand it down again to bare metal.... bigger spot than needed and then go to an auto store or paint store find something called "Prep All" and rubb that on there real good a couple times.... its just a liquid that cleans very well cuz that sounds like the issue your having. After you do that, I would take a Tack rag and wipe it off a couple more times... throughout the whole process, try not to get finger print oil on it anywhere (use rubber gloves or something), then repaint and hope for the best is all I can say! Hope this helps and if you did the previous stuff then Idk what to tell ya.....

durring prepping and about to paint the section with primer score it with a scotch bright cleaning pad hit it with primer do the same thing and then hit it with paint then do it lightly again then spray it with clear. sounds funny with scotch bright cleaning pad that you use to clean pots and pans with but it is very effective to set it up imbotween paint set ups
