I would say if it was all cleaned up and everything works and there are no major dents or damage you could probably get anywhere from 1000 to 2000. I dont think the age matters much if it all works. A brand new one would be anywhere in the neighborhood of 3000 to 5000. I think I would just clean it up and use it as is. This was just an estimate from comparable ones I seen online.

Snap on, Mac, and Matco are the top of the line when it comes to commercial quality tool boxes in that assenting order. The only things that really go bad are hinges and locks as long as it was kept dry and no one ran into it. Replacement parts are readily available from the manufacturer. It should be worth a minimum of 1000.00 bucks.
That tool box would need some serious cleaning. Especially the spray paint on that one drawer. I hope you weren't expecting it to be a collector's item or something. It's not old enough or rare enough to be a collector's item.
No. 30 years old is not old enough. It would have to be closer to 100 years old before being considered a collectable. Even if it currently looks 100 years old.
If cleaned up, it would be a good used tool box.

Is that like how stripes add horsepower?
