I don't know what this is but i would love to see more about it.
As for the lightning It's a bit much but I don't think it's terrible. A lot of older guys like chrome on cars and trucks. I remember a few years back my wifes uncle bought a new dodge truck and made them replace the painted bumpers and grill with chrome.

I am really behind on this thread. I caught this. It's only one pic, but looks "interesting", it might actually be half way decent in the world of "off the wall things people do to cars". And if I did not know any better, I am suspecting the base car is a Monte (look at the rear quarter glass and the rear window).
