I don't know the labor cost, but I changed mine on 2005 Monte SS Supercharged last year in less then 1 hour..

Yes I have a lift in my garage , but I didn't use it to change the sway bar.I did it on the garage floor.. It was easy to do.

I jacked it up an removed both tires . It just bolts down with four bolts & bolts to sway bar links..

I agree with Jerry, not too hard to do.
As for the bar being hollow, these are not race cars (or at least not from the factory). I am guessing part of making it hollow was weight reduction (not for race weight, just weight in general). Compare this factory bar to the GMPP bar (which I believe is solid and a little thicker), big difference in weight.

Agree with maniac, the car was not build to race from factory so no need for solid sway bar. If you want a stronger bar that will last longer buy the gmpp sway bar (summit has them) and do to the bar being thicker you will also need to use the bushings that come with the new bar. Or upgrade the rubber bushings to poly bushings for even more performance. Then replace the end links with moog problem solvers and you got a decent setup. One that will be overkill for the rest of the suspension anyway, so why stop there? Go full bmr kit, zzp control arms, adjustable struts with lowering springs, everything with poly bushings. Now you have a race car suspension and need the power to utilize it. So build the engine and trans and strap a turbo onto it to pump out around 400whp..... then add up all this expense and tack it onto the price of what the car was new and would you of still bought it? Probably not, same with many others. This is why gm didn't go this route IMO.
To back up the others, the sway bar is pretty simple to replace, if you are mechanically inclined you should not have any issues
