Sand blasting helps. Using POR15 would be good, BUT, I am not sure how to use POR15 if you want to top coat with a final paint (if you did that, research it first with the manufacturer's recommendations). And you can use POR15 without sand blasting. You just get best results with blasting.

Have you thought about doing a landau top? Encapsulate the rust with your preferred method, then just cover it with fabric. Wouldnt look out of place on a car of that year and would save a good bit of body work to make it flat & straight again.
