Does the Security light come on when you try to start the car? Bypassing the Passlock would have nothing to do with your gauges or windshield wipers.
I just posted my write-up in the How-To section for bypassing the Passlock system. I will try to answer any questions you have.

Does not sound like the Passlock to me. If it's the passlock the Security light should flash, something like security, security, battery, security... IF it's ding that, try leaving the key turned to the on posotion, until it quits flashing that sequence, TEN minutes - no less, then turn the key off and try to start. It should start. I finally got tired of waiting on mine and had it replaced. Mine never affected anything except starting, everything else worked normally.
Might check into the BCM going bad.

I don't think it's a lemon, just a GM lol. Passlock security problems are well known with GM vehicles but I would take it somewhere to get it checked out first. If they say that its your BCM, I would get that replaced. If they say its your ignition and they want to replace it and tell you you need new keys cut I would do the passlock security bypass on it.

idk how the "pass lock" system works , but i had a 97 limina and somehow the alarm or something went off all spazy. anyways i had to drive to my friends house with the hazards blinking and the horn going off. he just unhooked the battery for about an hour and it went away. idk if that helped.
