Best Performance Option: Switch to a 3800 N/A or 3800 S/C (L36 or L67).
If you don't want to swap drive trains there is a limited amount of performance options for a 3400 (but there are some, they cost a lot for the good ones). N-Body (Grand Am) guys have a better list then I think most W-Body guys.
My thoughts:
- Swap the coils for L67 coils (slightly hotter, tad better throttle response, this mod is worth about $15-$30 getting the coils from a salvage yard). My 3800 (L36) Monte and my 3100 powered '94 Grand Am have L67 coils (I plan to get a set for the 3400 Impala we have).
- Add a cold air intake. ZZPerformance.com sells a Wizaird CAI for the 3800 and 3400 powered cars.
- Remove the resonator from your exhaust.
- High flow CAT with a better down pipe, again, check ZZP, I believe they have what you need.
- Headers (if you do headers, I believe they come with a downpipe).

Now.... If those options aren't enough, look at milzymotorsports.com for things like ported throttle bodies, intakes, heads. You start costing some big bucks going down this road.

Trewyn on here has a 3400 and has been modding it. He may have better insight.

A PCM tune should be the LAST thing done, so it takes advantage of your mods.
