High beam to Low beam Issue

Default High beam to Low beam Issue

My apology if this is a repeat post but I haven't been able to locate a thread that completely describes my problem. I have an 02 DE edition with 40K.
Head lights come on and go off automatically like they're supposed to. Here is the issue....If I fully engage the high beams and then attempt to return to the low beams....I end up with NO headlights at all! (Example: If I want to flash someone because they have their high beams on.) I can pull the lever back a smidge without actually "clicking" the high beams on, there doesn't seem to be an issue returning to the low beams. In order to get the low beams back on I've had to repeatedly and rapidly engage and disengage the lever and sometimes then it doesn't help. This also means if I am in a situation where I need the high beams, I have to physically hold the lever in just the right spot since I can't fully engage the high beams. Once I had to drive home with the fog lights on! Help! Any suggestions are greatly appreciated. Hello? Anyone....
