In order to get to that amount of power you're gonna have to get boost, turbo charge it or top swap it and super charge it.

Cold air intake, performance cams, high performance distributor, high performance plug wires and coil packs. Performance rockers and valve springs would be a cheap way to gain some performance. Also make sure your engine mounts are tight. If they are loose consider flipping the rubber mounts inside the two front engine mounts. You can google that to see more about it.

Definitely a turbo.

ZZPerformance - ZZP Z3 Turbo Kit #ZZ-Z3TK

If you want WHP, then you should probably look into the intercooler option.

Does a 2003 Mont Carlo 3.8 have a distributor? Where is it?

Go turbo + intercooled

Then get ready for your transmission to need a rebuild
