Whatever you do, don't install a direct fit Magnaflow cat! I ordered one in once and I'm glad I got a good look at it before I had it put on. Inside the flexpipe part there was a bottle neck that reduced to 2" - worse the the OE one. I sent it back and got a ZZP downpipe.
To program your PCM your asian guy will need to have a program (and hardware) called HP Tuners...

That one actually looks a little better then the K&N because it has a lid to isolate the air filter. Other members have the K&N and have made lids for it. Either should have good results

Well, a cat back doesn't include the cat. The cat important to change to lose the u-bend. The downpipe is also key - more so then the cat-back. Magnaflow converters are fine if he cutting the original and welding (or clamping) another in. I'm not 100% sure if anything I'm telling you is applicable to the Monte V8, so maybe so other members will chime in...

We're here to help. Ask away!

If you want the MASSIVE horsepower gain, www.cartuning.ca is the way to go. I LOVE mine. It is very expensive though so it's not for everyone. Good luck!
