Wiper won't turn off

Default Wiper won't turn off
My 98 Monte Carlo Wipers won't turn off. All other wiper functions are fine. When the switch is in the off position they cycle up and down about 3 inches. Is the problem the switch or the circuit board on the motor? Thanks...Tom
