I actually just did the waterpump on my 3.8 N/A about 2 weeks ago. You have to remove the two mounting bolts on the power steering pump and so you can move its pulley out of the way to get the last waterpump bolt out. The issue is that you have to essentially thread your ratchet (with about a 2" extension on it) through one of the holes on the P/S pump pulley. Putting the P/S pump back in is the hardest part as you have to hold it in place while trying to line up the two holes and turn the bolt while your rachet is threaded through the pulley. Keep in mind you cant actually see any of this because you are arm deep in your engine bay doing it by feel alone.
Install time for me was about 1 1/2 hours.

If you take the tire and wheel assembly off that part of the engine is a piece of cake to reach.

If you do unbolt the P/S pump, retorque is 25ft/lb

I've had to replace the water pump on my Monte twice and I've never had to unbolt the power steering pump. There are holes in the power steering pulley that allow you to put an extension in like DerEin said. But you can leave the power steering pump in place IIRC.

Just take your time and you'll be fine. It's an easy job.
