My '05 LT does that same thing with the AC. I hate it too. I thought it was just the default for these cars. The '06I rented a while back did it too.
The only thing that stays the way I left it is the fan speed because it is a manual control. Can't fully close the vent either. When the A/C is off, the vent stays open.
