flip the turn signal lever toward you. That is where your bright/dim switch is. Pushing that lever away from you is flash to pass.

Ya know 30min after I posted this I asked my friend and he was messing with it and found it. the switch was just faulty and needed alot of force

That switch goes bad a lot. If it's hard to get to stay on the switch may be starting to fail
