Default transmission or not

I have a '06 Monte Carlo SS, V-8. Here is the problem: As long as I am accelerating it runs fine, but if I let off of the accelerator and let it coast down to about 30 miles per hour. The steering wheel starts vibrating and if I apply the brakes, it feels like metal on metal grinding. If I accelerate again, everything stops. Had it in garage and mechanic said it was torque converter clutch solenoid, pulled the cover replaced solenoid, test drove it, no, not the problem. They put in several other parts, test drove again, still same problem. Now they say I need a new transmission at a cost of $4,000. Has anyone else had this problem? And if so, what was wrong.

Did they check your brakes......

That is what I was thinking Turbo. Almost sounds like a brake/rotor issue.

New brakes, rotors turned, caliphers checked, new tie rods. Nothing wrong seen.
