Default Throttle flutter while driving

Hey guys, here with another Monte problem.

Lately, when driving the throttle seems to randomly flutter the rpms will dive and then jump back up where they should be it may do this 3-4 times in quick succession. then it is fine for a bit. It seems to happen mostly around when the car should be switching gears.

I have already replaced the spark plugs thinking they could have been a problem, and while they weren't in great shape they could have been worse. Car is idling fine, and if the throttle is mashed, the fluttering does not happen.

Any thoughts?

Is the engine actually falling off and loosing power or is the rpm flaring? If it does it while shifting what you're feeling could be torque converter shutter as it locks/unlocks or possibly a shift solenoid problem.

When the RPMs drop, is it simply the gauge is dropping and no change in performance OR are you noticing a change in engine performance?

I had a car that sometimes in the extreme cold, the tachometer began acting funny (the needle would hit/bounce zero and back to normal). But it was something either in the wiring or the cluster, the engine ran fine and never missed a beat.

For clarity, the car seems to maintain power but you do feel a light shudder and you can hear the engine rpm suddenly fluctuate. I may try to get a video of it.
