Default So winter is here, and things are wrong

Winter is upon us here in Denver, CO and I noticed that my rear windshield defroster isn't working. The light turns on when you hit the button and I visually inspected the wires in the rear windshield and found no breaks. Anyone ran into this and what was the fix? Really not sure where to look...and I can't figure out what fuse its on.

Also have a small chip in my front passenger side windshield. I really don't want it to grow so I'm wondering what you guys have done to fill small chips? I'm overloaded with do it yourself kits when googling.

I also don't have access to a garage so I'd have to fix it outside...in the cold, is that even possible? I would think the frigid air would prevent any resin from sealing on a windshield in this cold. Thoughts? Thanks guys!
