egr and air injection systems are not the same
EGR-exhaust gas recirculation is a system that takes exhaust gases and puts it back into the cylinders. this reduces the amount of fuel/air needed to fill the cylinder before the compression stroke. the reduced amount of fuel/air in the cylinder reduces the controlled burn temp in the cylinder reducing the level of NOx in the gases.
Secondary Air Injection- injects outside air into the exhaust before the catalyst to increase the catalysts efficiency reducing emissions.

Ok, i'm way late on this tread, but you are not the first person to ask about that plug!?
I checked my mom's 2000 Bonneville a few months back for another member...It DOES have the plug, and it is plug in right where the rear of the engine cover hooks on. There is a connector on that thing that the plug goes into. We came to the conclusion that it was a feature on the Bonneville, not on the Monte, and was supposed to be not used on the Monte. Because his Monte, like your Monte, did not have the connector like the Bonneville.
Well I see a member with a 2000 has the same connector, and its plugged in??? It must be some feature of some sort that not all 3800's have.
