Default Monte Carlo I/P lights issue

When I/P lights work all lights work ( dimmer works) and all outside and inside lights work. Sometimes I/P lights do not come on unless I hear a relay activate. I think the retained accessory power relay (located in the driver's side inst. panel fuse block) is at fault. Any comments?

I have a 2002 Monte Carlo SS
When my automatic night sensor is activated it disrupts the dash light & radio light, then they dims to where you can't see anything.
The headlight switch works & is still able to turn on the compartment light.
Solutions?
